The Maryland Public School
Labor Relations Board is an independent quasi-judicial
state agency created by
a recent amendment to the State Education Article.
The PSLRB has five members, appointed by the Governor, with
the approval of the Senate.
The PSLRB is
responsible for the administration and enforcement of
Title 6, Subtitles 4 and 5 of the Education Article.
These Subtitles deal with union representation of
certificated and non-certificated public elementary and
secondary school employees, negotiations between public
school employers and unions, and other labor relations
In broad terms, the statute authorizes
the PSLRB to "decide any controversy or dispute arising
under Title 6, Subtitle 4 or 5 of" the Education
